Unfortunately this mean it may not run when installed to older computers, desktop or laptop alike, unless the graphics sub-systems support OpenGL 3.3 or above. Blender 2.8+ and beyond (Blender 2.9+, 3.x, 4.x et al) is as much of a change from version 2.79 as 2.50 was from 2.49, in that significant parts of the internal rendering system has been rewritten to accommodate more modern systems and effects.
